SPR’s Dan Riesel Publishes Update to His Treatise, Environmental Enforcement: Civil and Criminal

Environmental Enforcement: Civil and Criminal, the leading text on environmental enforcement, has recently been updated for the 56th time. The book, first written in 1997 by SPR co-founder Dan Riesel and published by ALM, has been consistently updated by the firm’s lawyers. The current update, edited by SPR associate Kayley McGrath, reflects critical developments in environmental enforcement, including the Supreme Court’s March 2025 decision in San Francisco v. EPA prohibiting the Environmental Protection Agency from issuing Clean Water Act permits that essentially impose so-called “end-result” requirements obligating permitholders to meet overall water quality outcomes. The update also includes thoughtful discussions on the changing landscape of environmental and climate-related disclosures under Securities and Exchange Commission rules and legal challenges such as the recent Eighth Circuit decision in Iowa v. SEC. In addition, the update tracks changes in penalty amounts and other recent case law affecting the everyday practice of environmental law.
